For Office XP you have Microsoft Office XP Web Services Toolkit, then for Office 2003 you have Office 2003 Web Services Toolkit, which give you that option, but I couldnt find a toolkit for Office 2010. I know MS recomends you not to use SOAP Toolkit anylonger since Office 2007, but they also recomend you to abandonm VBA, what I wont do.
Here you can see the worst recomendation ever: I say worst because you would endup by having to install.Net Framework, plus VSTO tools and on many clients this is simply not an option. It might be solved by using this (but I simply cannot believe MS abandoned a simple way to go for a very complex way of doing a simple thing, thats why I am asking if someone knows an easier way.
I suspect you can use the 2003 version on 2010 too. NB: I found using the toolkit often to be overkill and just wrote a fairly simple VBA routine to 'talk' to a webservice.

Hi there, I need my Excel/VBA application to connect to a SOAP service, ideally without the need to install any 3rd party add-ins. I understand that 'SOAP Toolkit support will be retired in March 31, 2005 with Extended Support lasting until March 31, 2008'. Does anybody know if this toolkit is being replaced by another one? Are there any plans to incorporate this functionality natively in new versions of MS Office, without the need to install anything on top? Or is Microsoft simply discontinuing support for this and users will be left to their own devices?

I struggled with the same question on a recent project of mine where I wanted to talk to Trello and Salesforce in pure VBA without installing any plugins, opening up Visual Studio, or other hacks. Ended up writing my own library (based heavily on one of my favorites, RestSharp). Warning, shameless plug: Some fun features include Mac support(!), authentication (Http Basic, OAuth1, OAuth2, and others), Async support, and JSON parsing (thanks to ) It's working awesomely in Excel 2010 and 2013 (and most likely 2007) and I've got it working with Salesforce, Trello, Basecamp, Google Maps, and it should work with pretty much any webservice. FWIW as of the time of posting I've found that the old Web References Toolkit of Excel 2003 still produces working VBA code in Excel 2007/10 (note that there have been some shaky moments with various Windows updates over the last 18 months that has stopped this code working so I wouldn't consider my solution 'reliable').
My horrible hack involves installing Excel 2003, then the Web References Toolkit, then installing Excel 2007 or Excel 2010. I've set up 3 PCs using this hack and all are producing working VBA code to consume asmx web services (I haven't tried connecting with other types of web service but I don't see why they wouldn't work).
The official MS method, using VSTO, is a step too far for some of our clients and this VBA hack has kept them happy.
